A state program responsible for insuring Iowans with pre-existing health problems is taking actions that at least two lawmakers say will lead to the disenrollment of 13 to 15 HIV-positive patients.

But the lawmakers, angered by a new effort to identify so-called “third-payer” clients, say they believe the actions are in preparation for an insurance dump. They also believe the acts are in direct retaliation of their efforts to end what they consider to be unfair and discriminatory health care practices.
